I hope this helps answer your question.
The TCS page will display a link to your catalog for one of two reasons. The first reason would be because a BuyLocalProgram catalog has been setup.
The second reason would be because an alternative catalog link was entered during the TCS creation (Edit Site). This link would override any catalog created by the BuyLocalProgram.
Erasing this link (Edit Site) would cause the BuyLocalProgram catalog to be used or you could change this link to point directly to your coupons.
